eTIMS is KRA’s software system that allows for electronic invoicing. It was introduced to streamline the invoicing process for businesses. While previously a preserve of VAT registered taxpayers ONLY, the Finance Act 2023 made it mandatory for all businesses to onboard on eTIMS.
Let’s go back to July 2023, when the Finance Act 23 was enacted. All businesses (VAT or not) were to migrate to eTIMS starting from 1st September 2023.
It also stated that from 1st January 2024, you won’t be able to deduct expenses when filing returns, if those expenses are not supported by eTIMS invoices.

Q1. So, if my business does not have VAT, how do I know if I should migrate to eTIMS?
All businesses are required to onboard. Here we include companies, partnerships, Individuals and many others.

Q2. What’s The Deadline For Onboarding?
The deadline is set to 31st March, 2024 for onboarding of Non-VAT businesses.
Q3. Does The Deadline of 31st March, 2024 apply to VAT businesses?
No it does not, as VAT businesses are expected to be already compliant and generating their invoices through TIMS/eTIMS.
Q4. How Do You Onboard On eTIMS?
Currently you can access the solution in five different ways. For Non-VAT, the eTIMS Lite solutions have been introduced as follows:
- eTIMS Lite (web) – via [eCitizen.kra.go.ke]. This solution is for businesses with minimal transactions.
- eTIMS Lite (USSD) – dial *222#. This solution is for individuals and sole proprietors.
- eTIMS Client – This solution is for taxpayers dealing with both goods and services.
- eTIMS Online – via [etims.kra.go.ke]. This solution is for taxpayers who deal with services only.
- eTIMS Online Sales Control Unit (OSCU) – This solution is perfect for taxpayers who use an online invoicing system.
- Virtual Sales Control Unit (VSCU) – This solution is for taxpayers who have huge transactions or bulk invoicing.
